在GIS建设的浪潮中，人们投入了大量的人力、物力、财力，但是与之相拌的是几乎都忽视了对电子地图数据的信息化管理，很少有这一方面的管理信息系统。广州市作为一个特大城市，每年都生产大量的电子地图数据，包括土地利用现状数据、影像数据、地籍测量数据、房产数据等电子地图数据，由于数据的生产不可能在在空间数据库中直接进行，入库前的数据管理十分必要，因此，开发电子地图数据管理系统进行管理符合信息化管理的要求，有助于数据管理的科学、高效。-GIS in the construction of the wave, people put a lot of manpower, material and financial resources, but with mixed phase is almost ignored on the electronic map data information management, there is little information on this aspect of the management system.
