VC++实现类似FlashGet或者迅雷或者360的悬浮窗一样的效果，鼠标左键双击悬浮窗能调出程序主窗口，鼠标左键单击可以拖动悬浮窗到屏幕任意位置，右键单击悬浮窗会弹出菜单，可继续添加菜单。
